PHP is where I have shipped the most code since 2017. Laravel is my home framework, but a large share of real-world PHP is older: CodeIgniter 3 projects, custom frameworks, procedural code from 2012 that still processes orders every day. I work on all of it.

Yes, that is most of my PHP work. I start with an audit of the code, the database and the hosting, then fix what is risky first and add tests around the parts we change.
Only if it pays for itself. If the site is stable and small, a PHP version upgrade and some cleanup is cheaper. If you keep adding features, a staged move to Laravel usually wins within a year.
A fixed price for a defined scope, or hourly from $10 depending on the stack, always with a written estimate before any work starts.
